Enabling /go Command for normal users

I'd like to enable the /go command for normal Users. However, I don't know where to start. ;p

Commands.ini -> /go=99

Yah, that was my problem. I knew it would've been named Commands, however, I couldn't find it. >_> I found it though, it was in main folder *sigh*
