So now Navicat , ok.
I make new connection :
Name : rose_beta
Host: localhost
Port: 3306
Username: root
Password:

When I click on test connection it says:

2003 - Can't connect to MySql server on localhost ( 10061 )

Any idea?

And when I start the MySQL command line it permamently closes.

make sure that you aint running no other programs that use MySQL, or just restart computer it ususaly fixes it for me

Err... im using xxamp and navicat, my local phpadmin wont me allow to set the access to 300. it says the ff:
