In OsRose, you can disable PvP in the world config file, or there's a command that will turn PvP on/off until the server is closed.

Loading screens can be changed in the VFS, //3DDATA/CONTROL/LOADING, I believe. You'll need a DDS editor, or a plugin that supports DDS editing. There's one for Photoshop and Paint.Net comes with a DDS plugin.
