[Help] Editing various things

I have a couple things I want to edit but I have no idea where to even try. Like which files would I need to edit and do I need a certain program to do it? Of course I'm sure it depends on what I want to do, so I'll list some.

Ok, some things I THINK should be easy...
- Changing fruit cooldown times
- Making a certain shoe have really fast mspeed
- Adding a level requirement to some items

If someone could point me in the right direction it would be much appreciated~

most of this can be accomplished in the .csv files. you will need to do alot of editing.
