How do I delete a map of "IROS ARCTURUS"

need to delete a map that I did not like

take an STB editor and open LIST_ZONE.STB, and delete the values in the row of the map that you want to delete. That would just make it so the game server doesn't allow anyone to go to that map.

I also want to delete an "NPC" as I do?

There was a public map editor I heard, but the only map editor you can get now is Xadet's map editor wich is $500,- , and for deleting maps you don't need a map editor.
And for deleting an NPC you need to open list_npc.stb or something like that, and you need a IFO editor to delete it from the map so the server won't crash when you enter that map.

but not getting to find the IFO file for me to delete the NPC there also
