How to edit STB files?

I found files where i can edit translation, them format is *.STL,
but only hex editor can read them. Now question:
WHERE I CAN DOWNLOAD *.STL editor?

Anyways, on topic: I think you should use HEX editor or something, or STB Editor. I don't know neither actually, I'd like to know too, cause that HEX editor confuse me, all integers and chars 0x28sq2e8, don't understand that lol.
