Mob lvl low dont drop to Char lvl high

Hello,i need help!
I make new server with much editing in Source
But,there is a problem,mob lvl low dont drop to char lvl high!
In old server i hve fix it with a code found in OLD FORUM of O.S Rose
Now this code there isnt,anyone can help me?

If i understand what your saying here, the answer should be:

Low level mobs should not ever drop to high level characters - once the mob is blue to the character it should not drop items anymore. So this is probably a bug fix in this server if you could get items dropping from low level mobs after they had gone blue.

Yes but,i wanna lvl low (BLUE) DROP anyway item,because i have a high lvl server (1 jelly ben get lvl 38) and i need of this code T.T

he means that all items drop randomly like a lvl 90 item from a jelly bean xD

ah sorry, i see what you mean now, that must be some high rate server xD
