Your question is a bit hard to answer without more information.

There are actually GM and developer skills in LIST_SKILLS.STB if you go look for them.
You can find the skill books in LIST_USEITEMS.STB. Should be somewhere around item number 890

Unfortunately you might not have the necessary code to make them work in your server. I coded it for osprose but i don't think rev 80 or osirose have it yet.
Rev 81 does though.
