Playing over LAN

Changing the question up, is it possible to play over LAN while still hosting a public server? So, it's like a normal server, only the host can log in( Of course he's using a different computer though).

you could not give anyone the IP
or if there no registration page they can't log in(No account)
if they already now it you you can just change the port
