Question about making site and server public

Hi i'm just new here but i have a few question.
My server is running but i'm the only one who can get there
I've already read the 'How to make Site public with hamaicc (:P) and no-ip.info' or something but heres the question:

- My server is running on my PC which is connected with the Internet via a Networkcable to my Router so the question is: If i wanna make the Rose web 1.0 site public to ppl (So other ppl can see it) is the only way to get it public via the methode Hamaicc-account-makin-and-make-noip.info?
Is there no other methode btw my Rose Web 1.0 is running on WAMP5

- If i want ppl on my server what do i must do?

-Im using the Rose evo Tala client and is it normal that when you in the first spawn at Adventu. Plains theres no NPC there?

- And btw if i set my Account to 300 (GM) and log in game and make a charr. Is it normal that it's: 'MyName' and not '[GM]MyName'

when you do what i said the other players see your name in dark blue but you cant.

yeah, ive got quite same questions... how do I do so the mobs respawn at the same place like on sRose? and how do i change drop rate ? or even, how do i do so mobs drop items, lol :P
