RoseFiles back and links updated/working

RoseFiles is now back at a new locations osRose Downloads and all the links in every stickied topic have been updated and should be working. Downloads should be faster and everything. Credits to eras2 for allowing me to use his hosting.

Yeah, I'm updating everything as we speak, and I mean everything. Server files, navicat version, mysql, php, etc. I have to work in a few minutes but I'll finish it all this weekend. However rev 81 hasn't been released yet, so the server files are the current updated version.
