Scheduled maintanence means one of two things.

1) You have set your minimum accesslevel too high (ie over 100) so teh charserver kicks you back and you get this message at your server.
2) There is a connection problem between your LoginServer and your Charserver so the Charserver never receives the request. This makes your client time out in about 2 seconds and displays this message.

I had this problem myself a few days ago.
I added a tiny bit of code to my charserver, recompiled and started it.
Took me almost 4 hours to get it working again.
It turned out to be due to a corrupted file in the charserver source.
To fix it i had to go through each cpp one by one and add simple debug code that does absolutely nothing but just forces that particular module to recompile from the ground up instead of just linking the corrupted files.

not sure what to suggest if that turns out to be your problem except maybe just deleting the charserver files and downloading them again then recompiling.
