i remember i have this same problem. i use windows xp and sql 2005. I fix it = default my protocol TCP in sql setting is " disable ". I change it to enable and all work. I see you use win7. Try find this option.
How come? You cannot login if the website isn't working and you cannot create a username if the sql is not working? Please share how did you do your server...
Agree with this step. enable the tpc on windows 7. Mine is SQL 2012 ans Windows8 64bit

hi ryandzzz any luck in installing the xampp? because i need your help but after you deal with that problem ^_^
ok, i found a quick result of that issue. it must be in windows 2008 or windows 7. but i did re-install the xampp and run the apache button. and typed http://localhost and it worked and that error was gone. the next one is if your system needs a null.sys, then you will need to extract it to your windows/system32 folder.
