yup.. example lvl 1 to lvl 250 and the pranas only "1" so if you kill a monster with 250+ pranas then it will go max lvl.. lol

i tried putting Pranas 1 from lvl 1 to lvl 250
but why no give exp to me? O.O

you can change it with htsetting.xml go to speechcomment tab

I think you have a different version of the server because I only have settings.ini not .dbo.
What Tantra version are you modding?
