The best thing you could possibly do is to look online for servers and what the specs are for them. Some personal computers are very easily made to be a dedicated server just as long as they have the processor speed and memory. Also something to look at is to see if it solid state capacitors because that means it will last 6 times longer than regular capicitors. A true server has 2 dedicated power supplies and that is because if one goes down it has a backup but, I think that is non important other than you will have to replace the one in a pc if it goes bad. Also start thinking about software. Windows Server editions and Linux Server editions are the options you have. They both will work as a game server for this game but, Linux will take more configuration to make work with 32 bit applications where as Windows will already run it with no problems.

For cost efficiency I am using a pc as my server. Mine has a i5 quad core 3.0gig processor and 16gigs of ram with a 1Gb ethernet connection. Mine also has solid state capacitors like a server and running Windows Server 2008 R2 Enterprise. I have had pcs that have lasted for over 10 years and that is because I do regular maintenance like a thorough cleaning and also repasting the processor to make sure it will have no heat issues. 3 things that kill a computer is dust, heat, and moisture. Keeping it in a sterile environment will help it to last as long as possible. Remember that a server is not about how big the video card is. In fact it isn't necessary for anything other than OS installation. After that you can disconnect the keyboard, mouse and monitor and work on it remotely from another pc. Keep it simple don't put alot of software crap on it cuz you want it to run as efficiently as possible.

here's my server specs... actually there were 2 of them.

    Intel Xeon 4.2GHz Hyperthreading Technology
    8GB DDR3
    1 Terrabyte HDD SATA 2
    1 Portable 1 terrabyte HDD
    Intel Experia Xeon mode Motherboard
Mid tower casing w/ 600Watts PSU
    Poenix 800KVA UPS

And the Backup Server is an ordinary PC
    Intel Core i7 Processor
    ASUS TL465D Motherboard Auto off
    8 GB DDR3 Memory
    500Gb HDD SATA 2 Pcs
    ATX Casing with PSU 500Watts

Both are running in Windows server 2008
    MS SQL 2008 Enterprise
    MS Frontpage Server
    XAMMP server

it works fine and it has Antamedia Enterprise Edition for Bandwidth controlling and hotspot service

    other thing:

    Video Card is not needed.
    MSOffice is not needed
    Antivirus is not needed

    What to protect:

Backdoors (Because you are sharing your drive) delimiting firewall
Proxy Mirror IP destination (So your IP changes everytime but not the real physical IP)
And be aware of your open ports. hacker's favorite place of hang out ^_^
