Check to make sure that your ISP is not blocking those ports. There is online sites to check this information out. WhatsMyIP.org | Port Scanners/Sniffers is one of the sites you can check with. If your ports are blocked you may have to use some tunneling software in order to get around this or contact your internet provider to see if they can open up the ports.(This may require some more money since ISPs are jerks. Also it is easier to put your server in DMZ rather than using port forwarding but, does drop the protection on your server. Consider this as a last option if it has nothing to do with your ISP.

If your router's port forward are properly configured then check your server's firewall. Try putting it OFF, then retry to login. Your server might be blocking incoming request.

I personally disagree with ISP blocking ports. Local or international ISP do NOT block ports. Not unless the subscriber personally requested it.

Now days they use a redirect in order to block certain ports to avoid attacks. The ISPs have taken it upon themselves to protect it's clients but, for those of us trying to make websites and such it is a hassle cuz we either have to use tunneling software or pay more just to obtain these ports. Trust me I have already confered with my ISP and I tunneled around it.

for the router, based on my experience you just need to enable FTP in your router then when your connected check the IP address of your PC and let others connect their client to your IP.

That would work if it were simply a router but, in his case he is utilizing his modem to work online.
