Trouble with my GMTOOLS help me please

need help with the gmtool because doing so appears to me to walk alone on the image and it is impossible to restore someone will have some idea of how to do it because I uninstalled all the server and reinstalled but nothing happens still doing it only appears that blue bar, there is no way to restore or maximize it.
