There is no such version where you need no internet to run the game.

You can log in everyversion if u setup correctly your server in local and have the localhost. So maybe u need to check what part of your components aren't working properly or if the localhost is for your gameversion

It is possible to run the game with no internet via localhost; however, you don't seem to have the correct configurations, and I assume anything higher than v62/v83 will most likely be a bigger issue (packets wise).
