Well.. I tested it and when I open unGM character its getting to map 0 and then map is black, like you cant see anything. what should players do with this?

Change the starting map to something else. You can find it in MapleCharacter.java I'm guessing.

Your ServerProperties class is horribly coded, use a static initializer instead of constantly calling it from the property file. Also, if the variables are static, there's no need to create extra methods that set/return the value of the variable, just call it directly from the class.
