Cant selest TBC chars

Something is wrong in my new server. I cant create TBC chars, they are marked in gray. What should i do?

             LevelCap = "70"
             GenLevelCap = "70"

Make sure that the flags at the Account Database is 8 - That means TBC is on with that account.

My "flags" column is set to 8, but I can't select TBC characters either,.... >.<
