Off hand, can anyone tell me the command to have all npcs revived, and the spawn rate of monsters either increased, or revived? Please and thank you.

Ok, more specifically
"What resets monsters on a map, their spawn."
You can increase it using a program called Ascent db editor or Flex Db editor
