In Order for this to work, you need to have:-
1-.NET Framework 4.
2-Microsoft Visual C++ 2008 Redistributable Package (x86).
3-WoW client (1.12.1)
or
4-WoW client (2.4.3)
(or both :P)

How to install (Not For The Advanced Repacks):-
###############################################
1)Download and extract one of the repacks to "C:/".
2)go to the "tools" folder in the repack, and then to the
"Map Extractor" folder.
3)copy "ad.exe" (or "map_extractor.exe")
to your wow (1.12.1) or (2.4.3) directory
and run it (takes some time, **Note: Make sure you run
the client you want to extract the maps from right before you start
the extraction process**). You will get two new folders "maps"
and "dbc".
4)copy these two new folders back to "C:/Repack Directory".
5)now go back to ".../tools/VMap Extractor/" and copy
what is inside it back to "C:/Repack Directory".
6)now run the "makevmaps_SIMPLE.bat" and wait till its
done (takes some time),..
7)Now you are ready to launch the repack, so run the "start.bat"
file in the repack's folder,...
8)Then you either run "realmd.exe" and "mangosd" for the PreTBC Repack,
or "oregon-realm" and "oregon-core" for the TBC Repack,..
(NOTE: you should not have a MySQL pre-installed on
your system for this to work, their is a MySQL DB built into the repack,..
You start it by running the "start.bat" and if you already have one installed UNINSTALL IT,..

The PreTBC Repack:-

How to Backup Accounts/Characters from last Repack (v3.0):-
1)Run your (OLD v3.0) server and go to SQLYog.
2)Right-click the "characters" DB and select
"Backup/Export->Backup Database As SQL Dump...".
3)Choose the destination you want the backup file to be and its name.
4)Click "EXPORT".
5)Then Go to the "Realmd" DB and repeat step 2->4 except for the
"account" table instead of "characters".
6)After you install the "NEW" repack, run the new server and
open SQLYog again.
7)Right-click on the "characters" DB and select
"More Database Operations->Empty Database".
8)Now Right-click on the "characters" DB again and this time
select "Import->Restore from SQL DUMP" and select the
"Characters.sql" backup.
9)Click on "open" then "Execute".
10)Now repeat steps 7->9 except with the "realmd" DB instead
of the "characters" DB.
11)That's it, you're done here,..
