Help need here for a new server

i need a bit of help balancing my server like this


Crusader:
Backstun deleted
illusion slash dosn't need the 210 asped

Champion:
Passive skill that adds asped:max lv10, adds 5 asped at lv 1 and increase with 3 asped each level
illusion slash dosn't need the 210 asped
new skill: eagle eye, increase hit rate with 5 at lv1 and 5 each level(massive)

Voyager:
Conch ray damage increased with 30%
bolt damage increased with 50% and cause stun for 2 seconds and decrease mov speed by 80%
for 5 seconds and cooldown of 7 seconds
removed corals

Cleric:
bolt cd 1 second
new passive skill that adds magical damage by 3% each level
bolt cool down is now 1 sec
energy shield is 4/1

Seal master:
bolt cd is 1 sec
passive skill that adds 3% magical damage each level
stun at seals for 3 seconds
seals does 300 damage
Sharp Shooter:
Sub class, bow and gun.

Bow:
Frozen arrow damage increased by 30%, cause slow mov speed for 15 sec and cd of 5 sec
dual shot increased by 30% damage
Escape(new skill): can be used when character have less than 1000 hp, give stealth and change mov speed to 1000 for 3 seconds
Meteor shower damage increased by 30%

Gun:
deleted negative Asped from guns
headshot damage increased by 30%
enfeeble locks the target inventory, and it's damage is now 550 at lv1 and adds 50 each level(1000 at lv10)


also need help with adding this effect to make server ...........Demon set it's for all Class



40% get 10x slash
40% 10x lightning bolt
20% 10x bolt damage
60% bolt stunner
40% 50x headshot
60% 5 sec stunned conch ray
20% 10x damage conch ray
70% 8sec stunned when using Beast Legion Smash
20% drains hp
25% 2sec stun when male


last thing can any help me make a npc or items which give instant lv150/55
