You seem to have just about 75% of the question threads, you should get an expert on skype that you can talk to about any problems, OR USE THE SEARCH FUNCTION.
On topic, You'll need ToPCP, and Xampp, two programs that you need to configure in a certain way to make a website. There should be a template site you can download, which you can attach to your database.
About your hosting question in another thread, you must find a hosting website, and pay them a monthly fee to have them host your site on a dedicated server if you want 24/7. I can't recall any websites, but for a GOOD dedicated server, it's pretty costly.

you can host by xammp, there are any guides how to make a website just try to find it in guide index :)
