LvL up AND Exp Bug

Hi how r u im talking about a bug i found in almost all my servers its lvl up bug or exp bug all characters get stuck in lvl 72 and i dont know y while max lvl is 150 could some one tell me wats the problem and i will try to fix it with some help thank you

(Used ToP CP to edit characters)
