Your version of PHP does not have a default MSSQL connector, and therefore it can't find the mssql_connect function.
Either use an older version of PHP, or get Microsoft's MSSQL PHP Connector:

with tales of pirates u must use a 1.7.2 xampp version or 1.7.4 i dont remember, but if u use another u will get errors, if thats not the problem post here ur config.php
