How to edit welcome board and introduction hint content in game?
I try found through config.pack, but not saw anything.

Welcome board:

You must be registered to see links

Introductions hint:

You must be registered to see links

help/scripts.pck

the rest are in BBSPages and info

bbspages/temp1.htm says "welcome to PWI! / PWI: Wonderland is live!" etc.

it will be in a very similar option.

(in another version, closer to 1.3.1 NPC Talk Service is table 39)

Just the Hello Message is in NPC Essence
