Have you installed .net framework 4? Make sure you didn't move it from it's required dlls.

yes already got framework 4 but still can't find where to launch .. can u upload the full pack ?? with the readme notepad??i dont even see a notepad inside pack

That's the source code. You have to compile it before you can use decora.

If you don't even know how to compile it or are incapable of using google for how to do it then you shouldn't download it in the first place.
It doesn't even work for the new ui.dat files anyway, only for episode 2 or so.
