are u sure that function.php is correct? we have there no code like this

it is the normal page of the fallen cabal folder.
we use the latest xampp and we changed only that the system starts delayed the http service so that xampp could use port 80 ....

First look in your functions.php everything is okey with connection to DB.
If its okey and fine all than look this line --> $dBASEURL = "http://your ip./"; in this line end add this "/" and i think we are correct!
