I had this problem before.
Copy bin folder from the link below. Make sure to do "sudo chmod -R 777 /usr/bin" after copying. Also, copy core.scp and paste in your etc/data/ folder. Restart server and it should work!

May I know what is new with the bin?
The previous guy emphasized on using the new WorldSvr.bin (modified to be able to +20) so I guess by just taking that, you should be fine. And dont forget to "sudo chmod 777 /usr/bin/WorldSvr" after copying new one.
At first, mine doesnt work and then when I realized, my core.scp doesnt have +20. Only until +15. Thats why I cant +16. I copied the core.scp and now +16 to +20 worked!

Open new item.scp. Also, open old item.scp. Search "coretablenum" on both old n new scp. Compare the data in both column. Ensure the new item.scp "coretablenum" follow old item.scp "coretablenum". Then restart server
