Can't create character after character delete - K18-V19 files

Hi,
After removing a character and trying to create a new one, it doesn't work with the following error:

SQLSTATE:23000 error:[Microsoft][SQL Server Native Client 11.0][SQL Server]Cannot insert duplicate key row in object 'dbo.INVENTORY_TBL' with unique index 'INVENTORY_ID1'. The duplicate key value is (0000007, 01).

not whenever I'm trying to create a new character I get "Character name already in use". Even if it doese't exists.

Any idea how to fix it?

check all odbc connection language => english
and maybe reinstall your db

reinstall DB? what do you mena by "reinstalling DB"? re-executing all table and clear all data? this is not a valid solution..

check if DB is complet? all game works and it's just a character deletion bug, pretty sure it is complete.

It's english but it's still don't create new characters and stuck, it's not related.
Yes my server is running.
