[Guide] Setting up an ArcEmu Server - Scratch

I do Know there is already another post for setting up ArcEmu, But this is more noob Friendly =D

so i've noticed that alot of people are having problems with setting up a server from
scratch,
So I am going to contribute and make a newer version of a Arcemu guide.If anyone finds any faults or something wrong with one of
the steps just let me know and I'll fix it, please do not flame.

It says it can't find "libmysql.lib" but it's in my Windows/System32 map.
Please help me with this.
I'm stuck here.

Edit: He saves it in the map Ascent/Win/VC90 thought. Not in Ascent/Bin/Release

Another edit: I have an server, and I have it running but the talent points are bugged. So I want another server, and I want a up-to-date server.
So I thought getting the files from the official server would help but I'm not succeeding. =(
