NPC Creation Of Local Server

Well I hope you know more than one word of the famous game of warcraft (wow) I montanto a local server on my computer and I want to create a NPC that has the following characteristics

--- Walking through Shattrath should move between two points.
--- At the second point, the NPC should shout: Welcome to the server are number one in Spain!
--- Walking through Shattrath should move between two points.
--- It must be human, Stormwind faction

I tried many but none command serves hope can help me ASAP. thanks

PS: My server are 2 patches, one on 3.3.2 and 3.3.5 to econd, if the commands are a little

Do not use that program or table if you can not help creating the NPC and I see its features and I can make tables and haci quet engo others in mind just ask a little help
