I dont think its really hard. why ? just grab official xml code, and just few touch up in source, 2 weapon slot works fine.

xml = interface, its gui..i dont know which gui thats why i said as' xml' so you need to seach where is the interface for dual slot (position).

for source, its not too many files need to edit to fix dual weapon slot.

you just need to edit the characterwindow.cpp for dual weapon... :)

then merge it with semi official source
