If you try to chat in game by TH, TW,... language, it doesn't work. I think if the client can use "encrypted gui", the problem will be solved.

to chat in Chinese character, make sure set your code page correctly.
chat is nothing to do with encrypted gui, gui is gui

check your xmls if its correctly translated on viet.xml (forgot the exact name), if it's not working, the longest but easiest thing to do is manually translate the english file of the gui.xml, then use english version for the client.

No man, I translated gui to Vietnamese, it's OK. My problem is chatting, ex: If I type "Chào tất cả mọi người", the text when I type is OK but just click Enter, then the conversation above characters head is "Cha?o t?t cả mọ? ngư?i".
