I would assume it's in the NPCQuest.SData where you edit each NPC, should check that out for your first place, you can decompile it using ZeroSignal's shay_data_edit0c, i'm not sure if it can be found on this forum however, google is an easy way to find it.

I already look at NPC_GamblingHouse.csv but it doesn't have the Gold Cost in there.
