Character Creation Problem

This is my first time making a private server. I've look all over the place and still no working solution for me so I decide to post...

I've been making a v117 Exiled based server by using this guide by Y Squared (why can't I paste a link?)

Everything is fine. There's no error in lauch.bat. I can start the game and log in with an account I've made.
But when I go to Character Creation where I hit OK to finish the character, but nothing happen...
So I ESC back to the character selection screen, and there's no character there at all.
And If I try to log in again I will not be able to get pass the Channel Selection screen, it stucks at Connecting to Server.

I've look in Characters with MySQL and my character I've created is there. If I delete that character now I can login and pass the channel selection screen but I still can't create a character.

I try to create new account with GM=1, still can't create a character, but I can login and pass the channel selection screen but no character is there.
But if I change GM=6, I will not be able to pass the channel selection screen at all, if i've created a character with that account.

I've try using Navicat but there's nothing like StaffType at all.
So, can somebody please help me :(

Probably your GM character is bugged. Try setting the GM Level 6 to 5. Maybe Level 6 doesn't exist.

Do you get any error codes inside of your server CMD when you try to create a character?
