Command function

so im new to commands function and im willing to code the command "@tagger" what this actually do it sets the guy that's tagging to a blue dot in the minimap.
i honestly dont know anything about commands and im new to this i tried my best but still failed :(

The blue dot in a minimap represents a "friend" and is client-sided. Only way to see the person as a blue dot would to be adding them to everyone's buddylist, or at least doing so packet-wise within the current map that they are "tagging" in.
