Port 80 Connection Timed Out

[HELP] Port 80 couldn't see your service on **.**.***.** on port (80) reason: connection timed out. I have been search on google many times but I still don't know the answer. I have checked firewall (Make new rules to allow port 80), Port Range Forwarding.

(I used: Open Port Check Tool - Do your own website hosting or run an IP Camera etc!)

About the website: Right now I can connect to my maplestory private server's website and I want my friends to go into my website but they can't. After while I begin to think what is the problem, so someone told me to check the port but when I check it, it says couldn't find service. So I begin to think, if that cause the problem?
PS: I did add exception, turn off firewall and antivirus, hosts edited.
