I Always wanted to make a server.

Do I need to get a VPS that is near to my country or in my country for it to work ? or maybe with no lag ?

Depends on your playerbase. If you're planning to run a server for you, your local friends, and local people from your country (Forum members, etc) then buy one that is in your country.

If not, I suggest somewhere in the U.S., since most players are from there.

Very few people here know how to use Linux, and I have a good feeling this guy isn't part of that group.
