Some people get mob lag, some dont, solved by having GM in map

For some reason, some of my players will experience mob lag in monster maps, and have extreme lag in those maps, including delayed chat. It is fixed on maps with small amounts of monsters when there is a GM in the map before them. In larger amounts, they still experience extreme mob lag / lag and delayed chat. Not all of my players will experience it. How may I solve this? (I have tried working with resetting controllers of all enemies whenever a person enters a map, but that just made it lag even more).

How can I fix this? O_O

    Thanks in advance

    -EDIT
It is not normal lag, because they do not lag while there are no enemies at all. One person from the other side of the world from the server does not experience any lag, and the people who do all seem to be in canada (not all canadians though)

It's your server, i assure you.

I used to have this problem with another server i worked for, and it was solved as soon as we switched hosts.

Use a sniffer to determine how many packets there are sent per second and which packet is the most spamming.

    I'll try that

-EDIT I'm getting the Move_Monster, Move_Monster_Response and Magic_Attack OP codes in mob maps. The MaplePacketCreator for all of those seem to be fine, and those packets seem normal
