Where is 'default' NPC info stored?

For example, if an NPC does not have a script and you click on it, where does the dialogue come from? And if the NPC is offering a quest, how does the NPC know what quest ID to offer without an NPC script?
(How does an NPC have any info if there is no script, and where is this default info stored)



(Puka has no NPC script)
