Farbod's 4.0.6 Two-Shoed Lou not spawned

I am currently using this source: Farbod's Cataclysm Repack - 4.0.6a Blizzlike & Stable

but I am on the quest "Meet two-shoed Lou" and he does not appear to be anywhere where he is supposed to be. Is there any possible way to spawn him at the location he is supposed to be at?

If you know the location he should be at, you can spawn him via typing ".npc add 42405" (You can spawn him anywhere you want though) or whatever the syntax is for that repack.
