How to make a repack

Not sure if this thread goes in here, so sorry in advance if not. I was wondering how one goes about making a repack. I have seen all these posts from different people for what they have done as far as repacks. Do you have to manually go into the DB and change things or is there some programming involved? Any help would be appreaciated.

A repack is just as the name implies. All you do is throw the executables and a dump of a world database into a "package" and distribute it with a stupid name.
