for make new user or change password you need phpmyadmin
i don't know why you use only mysql i use full web server (thats mean i have MySQL and HTTP server)
you can try use xampp or some other free software for data base
i keep database for Aion Emu 4.7.5 on standard MySQL from my webserver software and all works OK without any problem.
About this error i get the same problem and i remember i just change IP in config all IP must be the same and password to. and check IP in databasewhy my user and password got some error

well its pretty good and well working release but if u r using WIN 10 with last updates u should forget about aion lower then 5.6 cuz all lower version clients has unfixable mouse bug
