[5.8] Question about items sold out / timezone

Anybody has experienced below?
I am suffering from those thing to be solved.
If someone has a knowhow, share it please.

[problem]
1. Timezone is not changed. (gameserver.proprety)

Aion EU 7.x Emulator - Server Time

2. The items restricted along time (salestime item) are always sold out.

[OS/software]
Windows 10 / all updated
jdk 1.7.0_80 for gameserver
jdk 1.8.0_181 for chat/loginserver
