Yes, this change was made in 5.8 Encom modified by ghostfur, because there was the same problem,
but i fixed the 1929 and 2900 quests in my last review, script errors.
So i preferred disable this option to complete the quests.

this code has long been on the network and in many emulators, I added it back in 2012 for pvp servers.
for the sake of reliability, it is better to list all the quests for opening stigma slots.
