Aion 5.8 quest

HiI need help.
The point is, I added a Catalam 5.8 to my emu, and introduced a garrison quest, but it doesn't show me at npc.Quest are introduced in:
data \ static_data \ quest_data
data \ static_data \ quest_script_data
data \ scripts \ system \ handlers \ quest \ katalam
data \ scripts \ system \ handlers \ quest \ danaria
Unfortunately, they do not see npc, like on the screen.
Where to find the problem?

Originally in 5.8 they are not there.
I modified the emu and the kliena where I have introduced the north katala, south katal, tiamaranta, sarpan, lakrum and I want to give quests there, but just after adding them, they are not available at the NPC.

Sure the NPC's are there, but they need to be spawned from quests

So yes, in South Katalam quests work in 5 garrisons and all quests are introduced the same and I don't know exactly where the error might be that some works and the rest don't.
