Aion-Core 4.7 server does 20-second shutdown after third person enters WORLD

Anyone ever have this problem before on past server configurations (2.0, 3.0, 4.0, 4.5, etc)?

Server connects fine, and two people (inside or outside of local) connect fine.

As soon as a third person logs in and chooses a character, the game server sends a 20 second shutdown command to all players and it is shut down like I did it normally.

I have not messed with any threadpool configuration, floodpackets are disabled, but I tried disabling fatigue which didn't make a difference.

I don't see anything in shutdown.properties that would cause this, and this same computer has worked fine with other revisions of the current emulator and previous Aion Lightning / Mistik servers in the past.
