asmodian lvl 20 campaign quests not working

i am having issies with
asmodian lvl 20 quest "Crushing the Conspiracy" quest stays locked force starting quest doesnt work cannot pick any campaign quest up after as all campign quests show as "lvl XX ???"
when looking in SLQ database the quest is staying "locked" when you change the preface to "START" the quest appears in char quest log
yet when speaking to person for quest the NPC does not activate next step of quest
any help would be appreciated
also if anyone has the quests working would you please stat the rev number
